The DMV gives you a an official letter authorizing it. If a cop still gives me a citation after producing that, I’d be happy to go to court to embarrass him in front of a judge.

I have NEVER been stopped & written
for 'NO PLATE' by itself, and it has never
been the reason I've ever been stopped.
I have been written for 'NO PLATE' as an
addon to a more serious charge.
if this was the only matter, I wouldn't
hesitate to shoulder the addon citation
for 'NO PLATE' and run without a plate.
however, read I did that you get a piece
of paper from DMV, and it most likely
will stop an officer from writing citation.
my concern, dilemma is public parking in
street metered areas in my city and at
major airport carparks. in those locations
the owner isn't present to reveal the pilot
program proposed amendment to the
vehicle code.
my local officers, in very direct & candid
conversation, presented the vehicle code,
which still states PLATE will be permanently
affixed, and pilot program hasn't made it
to vehicle code, so they indicated they WILL
write 'NO PLATE' citation for a sticker such
as license wrap, until such time the vehicle
code reflects stickers are acceptable.
now, someone without a front plate, using
OEM bracket & amazon suction cups, heads
dow to the station, sticks on plate, grabs an
officer, violation is dismissed, fees however
are collected.
if license wrap results in my having to visit
police station, present pilot program paperwork
to get violation dismissed and not be forgiven
the citation fees, then I really don't need a wrap.
hope that clears it up as to what I'm finding out
by asking those who actually write the citations.
these officers are car guys too, 2 of them related,
one doesn't run front plate either, the other has
harley with rear plate vertical!
we pick our battles, I'm good with license wrap
if I don't get written in public parking eating up
my time/fees to semi comply with vehicle code.
so 'street legal' has it's twists!
