Replacing the Rear Underbody Panel

I have a 2018 Model 3 and I read that there's a design defect in the read underbody panel that causes it to detach (along with the rear bumper) when too much water gets in. Has anyone had any luck getting it replaced BEFORE there's an issue? Is it possible to order separately? I asked someone at a Service Center, but they said that they aren't able to order one for me. The panels for the 2019+ models also apparently come with a hatch for a tow hitch, whereas the 2018 ones don't.
 
You should be able to order the rear panel. It's not that expensive, like $1230 or something close to that. It does have the access hatch like you said. You should be able to install it yourself.

Thank you! I actually asked someone at a Service Center about this week, but he told me that Tesla doesn't allow folks to order a part that's not matched to the VIN. Has that been your experience? Is there any way to get around this?
