I wonder if part of the reason are the GPS tracking and remote control features of the Tesla. But they're not unique to Tesla, so I wonder if other cars with these features also have lower theft rates.\
It may be the least stolen but the thieves are the ones building the cars that you have to worry about. If you have not heard they reduced the available battery capacity and range for a lot of older model S including 60, 70, and 85 batteries.
