You live in the city limits?
BTW when it came to passing retail electric competition in Tx, The CO-OPS with their super strong lobby said they would not let it pass unless they could decide individually to opt out (not have competition in their service area). Since then, only one CO-OP has not opted out. So if you live in an area served by a CO-OP you cannot choose an electric provider.

Land and labor are quite a bit cheaper in OK than near Austin. Austin is turning into Bay Area 2.0 wrt housing, traffic, and labor costs. I think it would make the most sense to move HQ to Austin (deeper talent pool for those jobs) and put the factory in OK (super cheap place w/ tons of people that know how to actually build things). But I'm biased :)

The Austin area site being considered was identified today. It’s not the Hutto one, it’s 2100 acres east of Austin at Texas 130 and Harold Green Rd., close to the airport. Currently it’s a gravel mining site.
Tesla could get more than $60 million in tax breaks to choose site in Travis County
The incentives mentioned in the article are just from the school district (Del Valle ISD). Certainly there are more from Travis County and the state.
