In aircraft while in a holding pattern at constant altitude and airspeed, fuel consumption is increased considerably by precip. over clear conditions.
In a holding pattern, you aren't going anywhere,mso you economy is effectively zero miles per gallon. But, rain doesn't change the fuel consumption at all; that is set by the crew.
If you're suggesting rain adds aerodynamic drag, that's something entirely different. The real drag is standing water / slush / snow on the wheels.
