Is it normal to see this amount of rust after 15k miles, two Canadian winters? Should I do anything about it?

I’m curious. Do you wash/pressure wash the car, wheel wells, undercarriage etc..after the winter? We had a mild winter here so not much salt this season. But after two NE winters mine doesn’t look like that. Looks like a good excuse to replace those with nice blue MPP suspension arms :p

Pretty normal. Quebec is worse than Ontario with a longer winter as well. If you plan on keeping it you may want to consider annual sprays with Krown or Rustcheck.

I think I read that Tesla says that rust proofing isn't recommended for the car. Now I'm going to check my car when I change over the winter tires next week. The suspension components on my last car had rust in that pattern as well.

Try spraying some corrosion free on the area. If you have a TSC store in Quebec, it goes on sale for $4.99 a few times a year.
