Imagine that they would be eager to offer the sales tax incentives since only cars sold in California would be covered. Since most of Tesla's production goes out of state it would not be that much money, and as they want to keep Tesla building cars in their plant in California it would make sense to support them locally at least.
California has put quotas on the number of non polluting vehicles they want on their roads. This additional incentive would help them achieve their goals.
Other state have waived the sales taxes on electric vehicles, so there is a good presidence here.
