No, the permit isn't "optional" and no licensed electrician is allowed to do the work without one. Unfortunately, lots of them so because they find themselves competing with unlicensed handymen, who can't pull a permit.

Lol good luck with using Qualcomm

1) hard to say as don’t know your house size or future plans for pool , AC etc

2) 14-50 you will be fine ...however you still need a 50a circuit which is half of what your panel is rated for ...ie what else do you have in panel (pic will help)

3) definitely HPWC if 2 electric cars unless you don’t mind switching plugs back and forth

4) I didn’t however my run is less than 3ft and I did to code ...ie correct conductor size ,load , conduit where needed ...height of HPWC from ground ...

I've had fairly good luck at Qualcomm, but that's likely because I only go either before 7 am or after 8 pm.

My house is ~1800 sf. We have a pool/pool pump, an electric range/oven, gas dryer, and rarely run the AC.

Here's a pic of the panel:

Wow looks like you will need that 200a service panel ....call SDGE and open a service order ...most likely the transformer in front of your house has the power just need to run the service line and pay an electrician to change panel
