scheduled departure 2022

I have a 2022 RWD model 3 . It has the LFP that Tesla wants charged to 100% . I leave for work about 1035 pm nightly. I set up scheduled departure for 1030pm, I also set up non peak rates end at 1030pm (even though I don't have non peak times). The car never gets to 100%...at 1035 its about 95-97%...I have a level 2 charger and I plug in at least 8 hours prior and I'm usually at 60-75% so it has plenty of time.
So the question is...did I screw up the settings? or is this how the software works?

Turn off off peak charge if you don't have off peak hours.
