Bottom line is: With so many other issues for Tesla to address, modifying the seat belt warning would be something that they should not squander resources on because they have not been shown to be defective. (And if people buckle-up early as they should, it won't even be an annoyance)

The OP wasn't asking Tesla to do it... he wanted to know how to do it himself.
 
I tested with a seat belt extender. It turns off the warning and the buzzer.
