Yes, it’s on my Model 3. Something like this has been on all cars I’ve been in for the last 20 years. It’s there to position the buckle in a convenient place to grab when the belt is stowed and not in use.

Without it, you’d be fumbling for the buckle down by your waist.

So obvious yet I never realized it. Now I know why there is that little plastic button on the seat belt in other cars. Seems a plastic button would be cheaper than that additional strap and sewing of the seat belt.
