Thanks for the additional updates on this site. I did find that in permit C-21-0118 a reference to 6 high powered chargers (L2) and 1 supercharger which would fit with a service center build.
"Tenant Improvement for 24, 168 SF building. With the addition of 6 High Powered Chargers on the Site and one Supercharger. No exterior building work on this permit."
But I would assume a single supercharger would be a 72kw urban and not a V3, so the reference to liquid cooling still leaves the door open for a possible public supercharger build here. The discussion you found also took place after the other permits were already issued. The notes state a declining the request would impact construction and soft opening schedule which implies they intended to complete the work as part of the original site build.
