Setting both sides of AC to go on

I BELIEVE that if you unsync the temperature, it will always use the passenger vent even if the seat is unoccupied. I'm not sure if having the temps split, but set the same would do it, but i'm almost positive if they are set 1 degree different it will always be on. Like 69 driver 70 passenger.

Nope no change. Even not synced it doesn’t turn on
