Setting up a Charger on Off-Street Parking?

Hey all,

I'm looking to buy a home (in Seattle, WA, if it matters) and a couple of place I've been interested in, it's been the following situation:
  • A townhouse with no HOA and just an old, generic "Covenants, Conditions & Restrictions" (CCR).
  • Off-street parking available where you have an "assigned spot"
  • The unit of interest is not directly in front of the off-street parking; It's situated like this: [Alleyway] [Off-street Parking] [Unit A] [Unit B] [Unit C] and I am interested in Unit B.
Has anyone ever made getting a charger installed work in a situation like this? Given there is no HOA, I'd imagine I could talk to the neighbors / update the CCR to allow wiring from Unit B to the off-street parking spot where a pedestal charger could be installed.

Does this sound at all feasible / not prohibitively expensive? Anything else I'm not thinking about?

Would appreciate thoughts!
 
Is it outdoor, a cover car pool, or indoor parking?

If outdoor you might need to have a trench to run the cables.

Is there a wall where you can install a plug or a charger?

Would you be able to use your own meter or will you need a separate meter?

May be some pictures could help for providing any recommendations.
