My company will have both. Right now, we have a Blink that is for employees only. We are going to be adding a second Level II charger in our parking lot later this year, but that will be available for a fee.
There really are separate issues - access vs payment. I'm not up on Ontario laws but it seems like they would be ok it they charged for the power consumed. It is often the case that the use of new technology confounds existing laws.
There are two primary issues in Ontario, Canada: 1. You need a Distribution Licence from the Ontario Energy Board to sell electricity. 2. The device that measures the amount of electricity needs to be Measurement Canada approved and sealed, and is subject to periodic inspection and replacement (same regs that cover the accuracy of gas pumps and the butcher's scale). This work has to be done by an accredited meter shop.
