There's somebody working / sleeping in my family at all hours of the day, so our electricity usage is more or less constant all day. We blow well into Tier 2 on a regular basis. I recently used SCE's online rate comparison tool, which showed that we'd be saving 10% on the bill - even before accounting for an electric vehicle - by using TOU instead of Tier. Made the switch this morning.
