I have the premium connectivity for my 2021 Model Y and have a software update pending. It continues to tell me to connect to WiFi but my WiFi is too far to get a good signal outside my home. I installed a WiFi Extender and it's still too weak, plus it doesn't save the password (which is very cryptic) and a pain to continue to reenter everytime I try to connect. Why won't it just download using my premium connectivity?

because the updates are too big, typically 1-2GB, so it costs too much on the lte. Only critical updates might be pushed through lte... You can make a hotspot out of your cell phone if all else fails.

Just another data point.

I have the refresh S, delivered on Sep 27. I’ve had two updates, most recently on Oct 25 to 2021.36.5.1.

I opted out of the queue at the end of Nov, and opted in on Dec 25 and am now at a 99 score over 250 miles.

I took the car to service on Dec 21, and signed onto their wifi. I rebooted the car later that day, after the service appointment.

I asked service for help twice, and was twice told that they can’t do anything. I asked if there was anyone I could call, and they said no.

No updates yet, despite listing advanced updates as my preference.

This is kinda screwed up.
