Solar+BESS contract?

I know that Hawaii recently was accepting proposals for a solar + Battery Energy Storage System, of which Tesla is probably hands down the best there is, but it seems like they have awarded it to companies other than our Tesla.

Why? Are these large companies in Hawaii?

My guess would be that Tesla is less involved in direct bids and instead is moving to being a battery/solar supplier.
It is very likely that at least some of those bids will end up using Megapacks and/or Tesla solar panels, even though different companies are spear-heading the projects.

The Kahe BESS project that HECO bid into their own RFP was confirmed to use Tesla Megapacks, but HECO didn't end up selecting that project for the RFP.
Two other HECO self-bid projects (Waena BESS on Maui and Keahole BESS on the big island) were selected, and those will probably be using Megapacks, based on the site layout and renderings.

I'm not certain yet, but there's a possibility that the Kapolei Energy Storage project, which was selected in the RFP, might use Megapacks. We shall have to wait and see!
