Renewable Project Status Board

I know that Hawaii recently was accepting proposals for a solar + Battery Energy Storage System, of which Tesla is probably hands down the best there is, but it seems like they have awarded it to companies other than our Tesla.

Why? Are these large companies in Hawaii?
