Looked like a fly, seemed to be only a temporary distraction. Somewhere I read it had all the proper clearances to observe the SXM 7 launch. Not confirmed, rumored to have been dispatched from the current Head of the National Space Council.
I think B1051 wins the contest for most dramatic lean. You can see from the landing picture above that this had to have happened on the way back tp port.
