SLC 14 and 15 are leased out and move on to start a new chapter, SLC 13, currently Landing Zone 1 and 2, is also moving forward with Phantom Space and Vaya Space.
Odd that there is no mention of SpaceX as being the company that uses SLC 13.

So I wonder where SpaceX is going to construct two new LZs?

Already happening somewhere near SLC-40. NASA and the military now understand that SpaceX can hit their mark. Back in 2014, it was much more questionable. So building it much more near to a functioning launch pad is more acceptable. SLC-4E at Vandenberg is only 980 feet from LZ-4.
