Mobile Service Tower, now known as the MST. Perhaps to Elon's dismay, it also means we MST add another acronym!

Interesting development. Until SpaceX, American (and really, western) launchers have historically been partially or fully integrated vertically.
It sounds like the MST is primarily there to provide the laggards in not-to-be-named departments of the gub’ment the ability to launch their can’t-go-horizontal payloads on Falcons.

The MST is likely only needed to handle payloads designed only for vertical integration (national security) more than a VAB, since I assume everything but the payload will still be assembled in the HIF.

The military wants this and I'm sure they will be putting up most of the money for it. The big USA symbol on the fairing is a big tell.
