I think NOTAMs needs to be filed 72h before occurrence if possible, excluding emergencies*. So either flight is in 8th, 9th or 10th of January or further on next week.

*Actual aviator can correct me.

No. It was for a potential launch. It's already been pushed back a day - at least.

According to resident/photographer Mary (@BocaChicaGal on Twitter), that notice was for a static fire (which has now been postponed due to high winds and a power outage). Backup dates are Tuesday and Wednesday.

There are TFRs for Tuesday, Wednesday and Thursday, so I assume flight may occur the day after a successful static fire, subject to weather issues.
