I am going with 2024 for deliveries. End of 2021 through 2023 get factory up and running and build maybe 100 preproduction trucks for testing. One year of testing and fixes/improvements.

Were Model Y deliveries first pre-order-first-serve? Or did they roll them out slowly across the regions?

Manufacturing the car is only part of the battle. The Tesla centers still have to be equipped to handle the new vehicles, and presumably the folks on the ground will need to be able to service these vehicles. It seems unlikely all Tesla centers across the USA will come online at the same time.
