It is - but I think it only applies to Europe (or at least Nordic countries for sure). See attached screenshots from my car.

Does it only connect to Spotify Premium accounts or also the cheap #ss free accounts?

In Europe, Tesla includes access to a Spotify account with the car. You can either use this account or your own account.
