Yes, if you are in the US and if the Model S has the AP3 computer. I think they appear on all Tesla vehicles, in the US, that have the FSD (AP3) computer. You also have to enable the "FSD sneak preview" in the AP settings.

Not if you are in France. Its USA only (any further rollout?) at the moment.
