Summons - Garage Lip

My Summon is becoming more and more unreliable as my lip gets bigger and bigger. It's only .5 inches now. I tried quarter molding but it wouldn't adhere due to the unevenness. I was thinking of using the ready mix concrete mix and trying to use a putty knife to smooth it out. Any ideas?

I'd try concrete patch. It adheres well even when thin. Fill in the step area and out for a few inches with an even grade
