Yes, the crew for Trans-Canada took a bit more than a week at each location. They are only putting in the underground conduit (looks about 6 or 8 inch diameter) and concrete bases and cleanup/landscape. Someone else comes along with the Tesla hardware and hooks it up. (or will... soon, yes, real soon, promise...) That takes a while, but seems to be starting now. Plus, the local power company has to hook up the power feed.

But if they are actually starting to dig, that's a lot more than has happened so far.

At about 1 week per site to do the base preps, does it really matter? They'll have Jamestown, Fargo, Grand Forks and Pembina (yes, yes, please, please, Pembina too!) before any hardware shows up. Even on the TransCanada, several sites from Ottawa to Calgary have gotten the extra white boxes but no pedestals yet. (see pics of Moose Jaw, Regina, Davidson, Sault Ste Marie, Deep River, etc.)

But the base prep indicates the live chargers are not as far off as they used to be. (?)

What’s interesting is that the site preps can go very quickly with Pre-cast bases for all the hardware or take some what longer when concrete Pours are required. I wonder how the type to uses gets chosen, especially in the northern regions subject to frost heaving.

Nice to see progress after years of playing the waiting game
 
It has finally joined the now considerable list of sites in the Northern USA and Canada where they're getting the groundwork done before winter. Next up would be Fargo, ND...
Based on the locations and timing that they've called for utilities location requests in advance of digging, next up for this crew will be St. Louis Park, MN (near Minneapolis). We'll have to wait a few weeks to see if they plan to head to Fargo and/or Jamestown after that.

Was that re-flagging in preparation for digging, or is it first flagging for site survey and design (as happened with Fargo and Grand Forks in June/July)?

The ticket was a routine one which is usually for digging, as opposed to one explicitly for a survey. And, these are the guys that have been doing the digging. So far every one of the tickets they've opened, has been for actual construction. If it was just a survey, I would have expected the call to have come from the guy/company that was doing all their surveying in the region (Design Tree Engineering). But we'll see in a few weeks.
