Reality is you can to do much. Use another spot if free. Leave a note.
ICEholes and EVholes exist everywhere.
Encourage local politicians to establish laws/fines for blocking EV chargers, and allow this to be done in private sites.

Most of EVs are from domestic rent-a-car company that has in their user agreements a fine when the car is parked where is not allowed, but they don't care and don't apply it! And also the mall which parking spots those are also don't care to fine them.
