Supercharger - Chicoutimi, QC

Most likely Tesla will call this site "Saguenay," since that is how it has appeared on their "coming" map for three years now. As you know, Saguenay is the current name of the city, though Quebecers will probably still use the pre-merger name of Chicoutimi.
Tesla uses the postal address of the location. So, we should expect Saguenay and change the name now.

the cabinets in the last set of pictures are V3 Supercharger cabinets
No they aren't. They look similar, being big white and sort of blocky. But those are switchgear, not the supercharger cabinets. The supercharger cabinets aren't installed yet, their conduits are presumably covered by the plywood boxes. In the absence of the actual hardware and without seeing the layout for the conduits, we can't tell yet whether it's V3 or not.
 
It appears to be for whoever is unpacking in Saguenay, though. It's a 99% French region where many people don't speak English. (Unlike Montreal where English is common.)
We were wrong, it also has French below the English and Spanish, so I'm sure they'll be okay. If you look at the wide shot of the cabinet, you can see that the yellow label has 3 sections, not just 2. The French bit just didn't make it into the frame of the close-up shot.

C’est tu des Superchargers V2, et, y’a t’il seulement 4 stalles sur place ou y’en a t’il d’autres qui n’ont pas encore été installés?

There are going to be 8 stalls, you can see the conduit and bollards/posts for the parking signs in the pictures. I assume they just ran out of pedestals when they were originally installing. Can't tell whether it'll be V2 or V3 with the conduit for the supercharger cabinets covered up by the plywood boxes.

When I stare at the picture with the pedestals in it for a bit, I notice that the closest pedestal seems to have a very thick cable (almost as thick as the adapter at the end) and I am going to guess a V2 based on that.
 
It has been confirmed that the same construction teams are working in Chicoutimi as at all the other Quebec sites going back to 2016 except Magog. It's good news, because they do good work, and Tesla may have been in danger of losing them due to the near shutdown in Supercharger construction in Quebec since 2017.
