Those look like tree service trucks rather than electrical utility trucks.

Dark rainy night so I didn't do a lot of sleuthing. 2 observations (besides the bizarre blue lights):
little white flags line the entire green space
oversize vehicles seem to like to park here

Well, I don't think you'll see a meter because there's an empty concrete slab with some conduit sticking up where the transformer will go.

Stopped by today. Chargers still fenced in but transformer is installed. No meter yet.
