How about this to deal with congestion at impacted Superchargers? For any Supercharger station that is at 100% usage for 1/3 or more of the time, drivers need to check in either online or by phone to Tesla to get assigned a SC slot. Cars are organized first come first charged on two lists; one for cars from outside of the region and one for cars that normally charge within 30-50 miles of the SC location. A car from outside of the region always has priority for an open SC and local cars get a SC when no "long distance" cars are waiting. Once your turn is called, Tesla tells you which stall to connect to and you have 5 minutes to begin charging. It would also help with those locations where long lines of cars can not be accomodated since you wouldn't need to form a line while waiting.
Tesla would need to be able to know which cars are connected to which SC's, which does not seem to be collected right now, but it also doesn't seem impossible to add.
Seeing that SC valet services seem to be disappearing, this could be another way to manage supply and demand.
