So what does the sign "Electric Vehicule - Priority EV - General Parking" really imply and how it can be inforced?

The word "Priority" doesn't imply "Reserved" for EV.​

Also there is no indication of "Parking Only While Charging"?​

In congested areas there is a "40-Minute Charging" sign, may be this will be added at a later time?

From the video above, you can see that the second charger toward east is reserved for diasbled.

I wonder how often this charger for disabled would be used overall.
So would it be possible to use this spot if there is no other spot available.
In this case, the driver would have to stay inside the car,
to be able to move it if a disable person want to use it?

This situation is a little bit ambigue, because the Tesla map might indicate that there is 1 of 12 chargers available.
While the reality would be: 0 of 11 chargers available and 1 of 1 charger for disable available.

So what would you do in this case?
- Use the disable charger. but stay inside the car.
- Wait for the next available charger.
- Go to the next Supercharger in Richmond, up north.
Well, it will be interesting to see what will happen on Saturdays, when the surrounding parking lots are full.​

The normal spots are general parking without limitations but asking as a courtesy to leave it for EVs to charge. The disabled spot is theoretically reserved for charging use by people with the required placards/plates, but it's not clear whether it's legally enforceable because the CA Vehicle Code hasn't yet been updated to include the matter and the spaces don't qualify as normal disabled parking spaces. The CA Building Code requires the spaces to be included when building public EV charging stations. Regardless, don't be too surprised if you get dirty looks and/or a ticket if you choose to use such a stall.
 
I stopped by yesterday and no more progress. Tesla originally said this would be ready by Summer 2018. It was later said that it would be ready 2019. Now they say “coming soon”. They can build a factory in less time than they’ve been working on this charging station.
