I drove by at lunch today and saw that Dominion Power is working on the Transformer.

Getting the cables pre-terminated ready for a quick transformer swap out. They will swap the transformer out after business hours.
They might have only pulled the secondaries from the transformer to the Tesla CT cabinet.
Either way this should happen soon.

I stopped by today and it is operational, though it is not showing yet on the Supercharger map in the car. I charged just a few miles worth to verify it works as I am getting enough at home not to need this.

Charging. Only at 56 KW but I’m almost fully charged.
Just saw Phrugal Pham had already reported it.
Add 30 miles to full charge in a couple minutes

It appeared on the Tesla map as soon as I started to disconnect. No more free charging. 
I’m here right now and it’s not functional. I tried a stall from each cabinet and none of the TESLA signs are lit up. Nav shows it as a temporary closure.
