Tesla and the owners of Amigos are finalizing the contract. We are expecting them to permit and begin construction very soon. From what I’ve been told, this should be open by mid-March.

Only if construction starts now, which isn't going to happen as it's not even permitted yet. And I doubt there is a construction crew sitting around waiting to start the day it's permitted.That's mid-March on the Tesla calendar.
