Buried in the PDF that @vdiv linked to, I see that Tesla is including stationary storage at this location. Very cool! First visible on page 8, and specs are detailed on page 13 (200kW, 400kWh). Also interesting:

(I'm not quite sure how the math works for those weight specs, but I've also read very little about Tesla's utility-class storage so far.)

The equipment arrangement on page 8 seems a bit odd, the hot air exhaust from superchargers 1, 2, and 3 would be fed to 4, 5, and 6, and that from 4, 5, and 6 would be fed to the storage units facing them, all are only about 4 feet apart. While the supercharger hot air exhaust is at the top perhaps the storage units air intake is from the bottom. However the exhaust from 4, 5, and 6 comes out at great air speed, it is pretty hot, and will definitely heat the storage units, causing their cooling to kick in, work harder.
Hopefully Tesla know what they are doing.
 
The plans call for all the spots to be painted gray with giant Tesla logos. Hope that helps.

The level 2 chargers installed at Downtown Crown nearby were always Ice'd. I saw some being ticketed, and then the chargers were removed. Wonder if RIO will have a stronger stomach to regulate it.

On this topic, got a note put on my car in downtown Rockville garage, while parked at a level 2 charger there. The note said it was for electric cars only, my tag had been recorded, and the car would be towed next time. Went to the parking office to complain (30 feet away) and they guy didn't know what a car with a "T" was and didn't know it was electric. My kids thought it was crazy funny. I didn't. The ups and downs of public charging.
 
Between the Rio supercharger and National Harbor supercharger, I see zero hope that we won't have ICE'ing issues at either of these two locations. You'll have to be really really lucky to find an open spot to park, much less charge at either location.
The same concern about ICE'ing was expressed about Laurel Towne Center. In my experience I have seen zero ICE'ing. I would suggest that if a 30 minute general parking spot is open, then take it. Otherwise we can hope that there will be some enforcement if needed. Like stated previously, Tesla's signs do not confirm to Montgomery county law and to my knowledge there is nothing in PG county.

Just drove by today. Utilities is out marking off the power lines. It's right next to the power station. They've got 17! spaces cordoned off in the first floor of the garage as you drive in. They said they're almost done, then Telsa (or whoever) comes in and does the install. If I had to guess I'd say we'll have a bunch of super chargers in the next two months!

Yes, unfortunately still an issue. At the BWI airport fast park, I was told I could not park my Model X at the charger, it was reserved for electric car owners like Tesla. Confused by her reference to Tesla, which Model X is not apparently, I asked why the F150 and Maserati was allowed to take the next 2 ChargePoint spots.
