Good question. They may re-stripe the spots (maybe they are squeezing in an extra spot, or eliminating one). But yes, the way it's painted now doesn't appear to make sense.
While the city's "final inspection" may have passed, there may be other activity by the utility (energizing the site) and certainly by Tesla to do their inspection and commissioning. It may not be long, but it's also not immediate once the city gives their thumbs up.
I feel that this post is a bit redundant since we all assume this location is open, but there hasn't been any actual proof posted so here is a screenshot of this location now being online in the car's GPS:

Yeah it’s a level 3 charger. Best they have. I tried it yesterday for fun and went up 30% in about 20 min. But way more expensive than charging at home.
