Just because the enclosure has been built doesn't mean there is a transformer inside :)

You might be able to take a pic over the top of the enclosure. I've never seen one with a roof.
Just to do the whole hand holding thing ...

The electricity comes from a power pole and/or buried cable somewhere, through the meter, to the transformer, to the white Tesla cabinets, then to the stall equipment.

We can see the Tesla equipment in your picture. Checklist for success:
  • The white Tesla cabinets are likely already in the enclosure.
  • The (probably) green transformer is present in or near the enclosure.
  • There is a meter present. It can be found attached to the transformer or on a pole or panel near the transformer
  • The meter is powered up and displaying numbers
  • The transformer should have a hum that you can hear within 1-2 meters of it.
  • The "TESLA" letters at the top of the charging pillars are illuminated
Most of these steps need some kind of checkout or inspection by a different person from an organization with their own priorities. We might see everything switched on tomorrow or it might take another month. Knowing where we are with this checklist is helpful.
