I wonder why I continue to get such crap speeds. Or if that is just the nature of the beast with a 2014 Model S?

Yes the Model 3 charges faster than the nosecone "S". There are changes to the newer generations of S/X but they still don't charge as fast as a recent 3/Y.
I have a 2018 X and 2022 Y. The Y charges much faster. I have FUSC on the X, so it somehow feels better even if it isn't.

So is my experience typical of what to expect on an older S? I get faster speeds at other SCs, like Kingston, Belleville, Port Hope, etc.

I was at Kemptville again over the weekend. A better experience than in the past, but I still only got 84kW in my Model S. The battery should have been warm as I had been driving for close to five hours and had a previous SC stop at Belleville. The SOC was very low - about 10% so that shouldn't have been an issue.
