The exposed conduit is likely for the missing switch gear cabinets. Their seems to be supply chain issues getting them on site.

Tomah has the switch cabinets, but Menomonee did not, when I checked Sept 26th.

It's on the south end of the building , east of the entrance on that end.

It's up and running. Navigation sent me there last Saturday 12/18. Charged at full 250kw on my 2018 M3LR.

Yes, Tesla finally restructured their per minute supercharger pricing to account for V3 superchargers and faster charging cars. Long overdue IMO. What this means in practice is that there are additional, higher priced tiers above 60 kW. Doing it this way brings the effective price much more inline with what you would be charged for a similar charging session at a supercharger that prices per kWh. This also means that you're going to pay about twice what you would have paid at a per minute station before the pricing realignment.
