Does Tesla OPS check new SuperCharger sites or rely on owners to plug their cars into each stall?

Arrived last night in the rain (1st day). Was expecting more than 78kW - but i will take what i can get. Nice to have a route as an alternative to I95.

Does Tesla OPS check new SuperCharger sites or rely on owners to plug their cars into each stall?

I've read in other places that a local Tesla technician visits the site and plugs into each stall in order to test and commission it.
