Also a little unusual that the equipment is not fenced or protected.
It's quite likely that they are waiting to install the transformer before fencing in the entire area, instead of having fencing getting in the way of the transformer install.

Every new SC I've seen in the US/Canada has been minimum eight. Some in California are bigger, but there hasn't been a new one smaller than 8 for several months (unless there is the odd exception I've missed).
