Supercharger - Lakeland, FL

So I see 4 large conduits, 4 smaller conduits and one very small conduit. Any idea what cables would be in each?
Three phases of 480V AC + Neutral wire are the 4 large ones. The 4 smaller ones may be going to a lower powered, secondary feed. Additional might be connection to the grounding or for a signaling wire of some sort. Not sure. But that pad is definitely for the utility transformer.

As mocia says, this is definitely a pad for the utility transformer.

The smaller conduits on the left are for the incoming primary cable, for at least 13 kV. The larger conduits to the right are for the secondary cables at 480 volts. They will be going to the main switchgear. The small conduit is for metering.

Above is Lakeland Electric's Pad-Mounted Transformer Installation drawing.

Note 4 referenced on the drawing states:
Install 1" conduit from base of meter socket into secondary window of pad as shown.
All conduit above grade shall be aluminum inside pad window, stub conduit up 12" above final grade and install weatherhead over opening for meter wire leads.

Your first photo shows what appears to be the metering conduit going to the concrete post. On the rear of the post, there appears to be an existing meter cabinet, probably for the other transformer. I'm guessing that a new meter cabinet will be mounted on the post for the Supercharger installation.
