The NRCan funding indicates that it will be 8 stalls - 6 Superchargers and 2 Flo given the 25% minimum "universal" chargers.

From Google Street View and Google Map View, along the highway, there is the handicapped stall, 7 parking spots, a small island, then 3 more parking spots close to the shopping centre sign.

The fenced off area for the transformer is the 2 stalls nearest the handicapped stall, leaving 5 parking spots on the handicapped stall side and 3 parking spots on the sign side of the island. That's exactly enough to put in the 8 total stalls of charging and the island would be a good place for the Supercharger cabinets.

They could put charging elsewhere, other locations like Cache Creek have the Superchargers across an aisle from each other or Canmore which has them in the centre of a parking lot, but the location seems to (barely) fit the 8 stalls required.

As to why the transformer is inside the paved parking area rather than in the grassy area, that's a good question. Perhaps the grassy area is highway right of way not owned by the shopping centre, or the "Welcome to Lloydminster" sign would be obstructed if there was a transformer there (I'm thinking maybe the latter).
