I wonder if Tesla could set up a GPS "fence" so to speak around the functioning superchargers when a supercharger in between goes down. So in this scenario, Barstow is down. Rancho C and Primm are up. Also Mojave and Needles are up. We'll focus on Rancho and Primm.
Once your Tesla is within 10-15 miles before and after Rancho or Primm, Tesla will send out a warning to the car (NOT your phone) directly, saying on the 17" screen:
"Barstow Supercharger is down, please consider stopping and charging at this supercharger you are approaching or leaving".
This maybe a more simple way of notification since the cars on that route are the ones that will be impacted by the Supercharger being down. Obviously if you've already passed the outer superchargers, then that's still a problem.
