From someone living right in the middle of this disaster I can tell you that Baton Rouge and Lafayette superchargers are both operational. I had to drive from Hammond, LA to Lafayette, LA (~100 miles) day before yesterday to fill up gas cans for portable generators. I charged in Lafayette and Baton Rouge on my way back to make sure I had plenty of reserve when I got home to land of no electricity and collapsing civilization.
There are a few gas stations in the area open but the lines are so long that you may wait hours and then the station runs out of fuel before you get to the pump. That's the situation for the last week. Things are slowly improving each day.
Bottom line - I'm so glad to have my Tesla and not a gas powered vehicle. I can go days on end without needing a charge and when I do, worst case is I drive 45 miles to Baton Rouge and get a charge.
