I can think of two reasons why this might be happening. First is an overall supply shortage of supercharger components, and for some reason Tesla is sending partial shipments out to sites under construction with the intent of possibly finishing the sites at a future date (after commissioning the partially built site) once supply becomes available. The other possibility is that Tesla has decided to do start deploying some new sites with a mix of V2 and V3 superchargers, and they're waiting for the V3's to ship to these sites to finish construction. This seems possible in this case, given both the superchargers and the pedestals are absent here.Transformer is on the pad. Looks like the connection to the mains hasn't been made yet based on the wires hanging from the pole.
Everything for chargers 5-8 is capped off. Looks like they are wiring for 8 but only installing 4. Never seen this before.

An other reason: Did you ever deal with houses remodeling contractors...I can think of two reasons why this might be happening.

This location is a bit weirder because from the latest pictures it looked like, in addition to the charging missing pedestals, they are also still waiting on 2 more cabinets. In all the other locations that have been delayed by the shortage of pedestals, all the back-end hardware besides the utility connection/transformer was fully installed before the sites went dormant. For Middletown, maybe it's just a matter of contractor scheduling? I.e. Once they realized they would have to wait for the pedestals anyway, they just decided to delay the shipping of the other cabinets until everything was ready? Who knows.Came across this link Supercharger - Woodstock, NB that may shed some light on the delays here. As has been noticed at a number of under construction sites throughout the northeast, delays in pedestal delivery seem to be keeping a number of sites from completion.
@IT Geek reported charging here two days ago, but they are not powered and only 4 pedestals are installed out of 8.
