AFAIK, primary wiring goes directly to the transformer. The switch cabinets only have secondary voltage at 480V.
The main things in the cabinets are busbars and breakers. They are basically fanning out the 277Y480V power from the transformer to each Supercharger cabinet. Some pictures years ago showed breakers that could be remotely actuated. That would allow the Supercharger team to remotely power cycle each Supercharger cabinet. I don't know if they still use those.

That'll be the contractor having requested a re-inspection for all the "Pre-final inspection" things that didn't pass the first time around on 2018-11-27. It looks like they cleared the major outstanding issues relating to specialist inspections on 2018-12-01. Hopefully that will have cleared any remaining roadblocks to getting this site energized.
Yup, looks like a lot of busbars to me!
At these high power levels, instananeous short circuit currents can be horrendous. That's why these breakers and cabinets have to be so big, so they can safely interrupt them if ever necessary.
"Final" Building inspection set for today!
I'll take it as a positive sign RE: ICE'ing that all the stalls were vacated at lunchtime today. Seems to indicate to me that the patrons of this busy Target will abide by the EV signage. As I recall, this was a very popular area of the lot to park prior to the construction.

I stopped by tonight and the whole parking lot was roped off. The big transformer is still not installed. Could that have anything to do with failing inspection?
I don't know what kind of truck is needed to move that transformer, but it probably needs some clear room to maneuver.
@gorgonaut, the last piece of the puzzle is the transformer. All the other infrastructure is in place, but the transformer is what connects the Superchargers to the grid. Once that is in place, the site should be live.

Meter has to be installed after the transformer. We've seen plenty of transformers installed, and the meter take a few weeks to get done.
It's not like they have a huge track record. I think only 5 superchargers have been installed in their area.

Like most things that someone thinks is "government" or "city" related, SDG&E gets a really bad rap. Based on personal experience doing both residential and commercial development and having SDG&E on our critical path many times, they've actually been really good.
If the subcontractor indeed failed inspection related to code non-compliance (or whatever), the delays are more on them than SDG&E. It's a bummer that SDG&E engineers, transformers, and meters aren't just sitting on the sidelines waiting for our Supercharger to pass all inspections and come racing in at a drop of a hat to put the bow on top. But that's the reality.

So that’s two finals failed, third times a charm? Tesla lack of management capability strikes again. Do you HAVE to manage contractors? No, but it helps.
