I don't know what you mean by "buy-off". As part of the final inspection, the city inspector comes out and inspects all aspects of the job. Electrical, landscaping as applicable, stormwater as applicable, ADA parking/marking, signage, etc. Once the City signs off on the final inspection, then the utility gets word of it and they schedule the installation of the transformer, pull in the wire for the transformer and then they set the meter (which energizes everything downstream). After that, Tesla will send in their team to do the testing and commissioning of the equipment, and then they will open it up for drivers...It's getting close...
