I don't think that's a concern except perhaps on Black Friday. The chargers are in the corner of the parking lot that's farthest away from the entrance to Target. I shop there every once in a while and I don't remember ever seeing cars parked there.
If they locate the stations far away then this will work. The EV Only parking spots I have seen filled up by ICE'd at Target is a section that is close to the front doors. I even saw this photo that @bmah linked that sows the same ting:

Pedastal are installed but no transformer yet. Expect about another month....

Those are boost/buck transformers, used to make minor adjustments to the voltage before going into the chargers.

(Learned that here a few years back.)

Bruce, you bet me to it. And that is the extent of my Supercharger architecture knowledge. As us developers say, "that's a hardware problem".

Was there a Transformer Pad with a bunch of capped off pipes there? A bunch of the Superchargers near me are all waiting for the Transformer to be installed by PG&E.

Newark was like that. The transformer took months after the build was complete, and then another few weeks after the transformer was there before being turned on.

still basically looks the same. can't tell from the earlier photos whether the transformer pad was poured yet, but it's there now. still no transformer though.
